How much does it cost to have SICOG write a grant for us?

The cost is related to the type of grant. We can give you a price after reviewing the application.

We received a grant but it has all these requirements and rules that are unfamiliar to us. Can you help us?

What you are probably seeing is Administration requirements.  Many funders require fiscal systems that are more involved than the receiving agency can provide.  SICOG can provide services that will meet the requirements.  Often the grant has a mechanism to pay for these activities.

I have a grant that is perfect for our project but they want a nonprofit. What can I do if I am not a non-profit organization?

SICOG can be the applicant for your grant. This does tie SICOG to your project as the responsibility for meeting fiscal and other requirements falls to the applicant.

What are the requirements of the Davis-Bacon Act (DBA)?

The DBA requires payment of locally prevailing wages and fringe benefits to laborers and mechanics employed on federal government contracts in excess of $2,000 for construction, alteration, or repair (including painting and decorating) of public buildings or works. In addition, contractors and subcontractors on covered projects must pay all laborers and mechanics weekly and submit weekly certified payroll records (CPR’s) to the contracting or administering agency.

How can SICOG assist with Davis-Bacon Requirements?

SICOG, as the administering agency, can perform the following duties: 
  • Make sure proper, current wage determination is contained in the bid documents.
  • Attend a pre-bid tour to notify contract bidders of the DBA provisions.
  • Conduct 10 day wage check.
  • Verify eligibility of Contractor.
  • Conduct preconstruction conference.
  • Ensure wage determination and USDOL posters are posted on site.
  • Conduct on-site interviews with laborers and mechanics.
  • Review Certified Payrolls and compare to the employee interviews and wage determination.
  • Notify Prime Contractor and subcontractors (as applicable) of payroll discrepancies.
  • Notify funding agencies of wage restitution found due.
  • Investigate probable violations and complaints of underpayment and request an USDOL investigation if necessary.
